Project purpose: To pilot the HCES approach (participation in planning, implementation and operation of Urban Environmental Sanitation Services (UESS)) in Waruku village in Kenya
Maji na Ufanisi and Sandec, the Department of Water and Sanitation in Developing Countries at the Swiss Federal Institute for Aquatic Science and Technology (Eawag), entered into a partnership to validate the HCES approach in Nairobi. This is being undertaken in Waruku Village, near Kangemi informal settlement.
In an effort to address the neglect of sanitation and improve guidance on planning and implementing sanitation programmes, the Water Supply and Collaborative Council (WSSCC) created a global Environmental Sanitation Working Group and in 1999, the ESWG developed the HCES approach to comprehensively and innovatively address environmental sanitation service delivery.
The HCES approach is a radical departure from past central planning approaches as it places the household and its neighbourhood or the community at the core of the planning process. SANDEC is now validating the design and implementation of HCES demonstration projects in a few selected sites in Africa, Asia and Latin America. Waruku village is one such pilot project. It is now at the 5th step (identification of options) of the 10-step process of the HCES approach which is identification of options.
Expected Outputs
- Finalization of the current HCES Provisional Guidelines for Decision-Makers
- increased opportunity for all stakeholders, but particularly at the household and neighbourhood level, to participate in the planning and implementation of UESS
- Provision of sustainable UESS delivery
- Enhanced service coverage amongst the poor, accelerating the race to meet the MDGs
- Conservation and reuse of resources
- Improved local-level economic activities
